Martyn's Law Statutory Guidance: Scope, Procedures and Staff Awareness

The Terrorism (Protection of Premises) Act 2025 received Royal Assent on 3 April 2025. The Home Office has published statutory guidance. The substantive duties take effect on commencement; an announced implementation period of at least 24 months is not a fixed April 2027 deadline. Check official announcements for the commencement date.

Check whether your premises or event qualifies

Standard tier premises generally reasonably expect 200–799 people to be present. Enhanced tier premises generally reasonably expect 800 or more. Qualifying events generally require 800 or more people and controlled entry. Qualifying uses, exemptions and special rules also affect scope: capacity alone does not determine your duties.

Prepare public protection procedures

Those responsible for qualifying premises and events must put appropriate, reasonably practicable public protection procedures in place when duties commence. These cover evacuation, invacuation, lockdown and communication. Enhanced tier premises and qualifying events have additional public protection measures and documentation requirements. A designated senior individual is required where the responsible person is not an individual.

Help staff understand their venue's procedures

The Act does not mandate a particular training product or certificate. Appropriate instruction should help staff implement the procedures effectively. General crowd safety awareness can support learning, but it does not replace venue-specific instruction or demonstrate legal compliance.
